We are releasing a fix to support user context installations in February release. After that AM can deploy Visual Studio Code (User Installer) version correctly using ConfigMgr or Intune.
I'm curious why this would be important to install in the User content? e.g. what is your goal with this request? I'm asking as it would not be inventoried by ConfigMgr and is therefore harder to manage and update in the future. (Yes, you could use Recast Endpoint Insights with ConfigMgr to inventory the user installed apps but...) Whereas the System installed version would be available to all users on a device.
