Primary Device Requirement
Require that the primary device equals true. We want the applications to install only on the primary device of the user.

This would be a good functionality to have, but problem is that currently ConfigMgr or Intune does not support using other that collections/groups as deployment targets. It means that Application Manager would need to start creating/maintaining collections/groups for each users primary device(s).
You could possibly build this using dynamic collections/groups in ConfigMgr or Intune and then use these in Application Manager deployment processes.
