Conditional application deployment based on previous deployment success rate

In addition to using delays before moving to next step in application deployment process, I want to be able to specify requirement for based on previous deployment success rate.

For example after initial deployment to testing group, I want to wait at least 2 days AND have 90% of testing group deployments done successfully before continuing to my next deployment in the process
