Not latest package installed filter

Enhancement of the filter "Package Installed" would be great so that we can leverage this filter to cover all possible scenarios including users installing apps from outside Liquit.

Current issue:

We want to assign the package to everyone and trigger automatic updates based on this criteria:

- If File "X" exist

AND

- Latest release of Package "X" has not been installed yet ( regardless was never installed before or was previous version )

Then automatically trigger the installation.

We tried to open a case with Liquit Support but unfortunately we were unable to achieve this.
