Filter not equal to latest release

Add filter option: Package installed not equal to Latest release. This would be a nice addition in deployments, as it would allow a deployment to start if the application has not yet been updated to the latest version of a package. This stems from the desire to have an overview where you can determine which applications are triggered during a ‘liquit login.’
