Allow agent gateway roaming

Large enterprises may need multiple agent gateways based on client counts or other organizational needs. The agent gateway is configured at install time or by a registry key and can only be set to one server. There should be a way to allow an agent to either randomly choose an agent gateway from all the available gateways, or have the concept of boundaries to determine which gateway should be used given different network locations.
