Builder Action to validate computer recast agent is active in RMS

Create a recast builder action that checks the computer account from the start node to verify if it's active / connected in RMS. This could be used in place of ping computer to validate that the computer is online. Azure joined PCs aren't in DNS so the ping action isn't valid for them.
