New tool to delete ConfigMgr folder and all sub folders and collections

There is no way in the console to delete a folder and all collections inside it at the same time. Folders cannot be deleted if there are objects inside them either. To help out with this limitation, create a right click tool to the folder context menu to delete the selected folder and all collections inside it.
