Attach RCT menu to this Systems requiring software updates

I'd like to have the RCT menu of tools attached to the following place

Software Library

-All Software Updates

---Pick an update that is required

--------- Click view_required in lower right

------------Pick a machine. Right click on the machine. RCT isn't available
