Support configuring system level permissions cross zone

The Permission Entity can only be set via workspace GUI. The New-LiquitPermission cmdlet does not support setting the Permission Entity to System, it defaults to Zone. Requesting the ability to set Entity to either via New-LiquitPermission or Set-LiquitPermission cmdlets.
