Support nested collections

Managing devices and users via collections becomes difficult when trying to manage personas, where the same selection of users or devices are grouped together and would be assigned to multiple collections. It would be far easier to manage assignments and upgrades if the console allowed to nest a collections group within another collections group. For example, having 50 different business groups in the same organization group need the same standard set of 20 packages, instead of assigning 50 collections groups to each package, only 1 organization collections group is assigned to the packages and the 50 business collections groups are nested in that organization collections group. This would make 1,000 package assignments only be 70.
