Add comment field for actions and filters

We would like to have the possibility to add comment's to every single action.

For example we are setting many different registry keys to fix issues and to improve the overall experience. But many of those register keys (or other actions) won't give us an idea where they are for and the Action "name" field can not hold a real explanation why this settings is being set.

It would be great to have an extra comment field when creating an action. This filed can also be added as a column per action set when going to "Actions" of a package.
