Restrict package entitlements via Access Policies

Restrict Entitlements tab and grant edit rights to the "Action" tab only with the help of Access Policy.

This would be super useful and restrict security vulnerabilities where a user might have access to edit a specific package and by mistake entitle the app globally to everyone including the trigger and causing huge outage and costs to the firm.
