Allow for copying actionsets between packages via PowerShell CMDlet Merged

We would like to submit a feature request regarding the Powershell module.

At the moment it isn't possible to copy an actionset from one package to another.

It is possible to copy a complete package with the "copy-liquitpackage" command but with our automation tool it would be better if we can copy action sets.

Our automation tool depends on "template packages". We copy the templates and modify it with application parameters. This way we can easily reconfigure our packages by modifying the templates and re-create our application packages. Lot's of information get lost if we recreate the packages as it will be a new package. Therefore it would be much nicer if we can copy the action set(s) from a template package. This way, the package stays the same but the action set can be updated regarding the changes on the template package.
