Copy actions between different packages

We can close actions in the same package.
We also would like to be able to clone actions to other packages.
When clicking on the clone action we get the options to change:
- Name
- Action Set

It would be nice to have another option: Package
Default this will be the package i'm in, but able to change to any package available in Recast AW.

It would be nice that we would also have a clone option for action sets with the same options, so also to select to which package.

It this moment we have lots of manual work to get an action to another package, for example when we want to merge different package to one package.
