Warning deleting a Condition Set which has dependencies

When using Condition Sets, they are visible on dependencies where it is being used.
Removing a Condition Set does not warn the admin whether the Condition Set is having a relation to certain packages or other uses.

As a sidenote, the already removed condition set keeps being visible inside the packages, but has no use as it actually doesn't exist anymore.
