RCT: Pre-Configure the Server URL for Browser Extension

Today, users must manually enter the Recast Management Server URL when configuring the Right Click Tools browser extension. This creates additional setup steps, introduces the potential for configuration errors, and can increase support requests during deployment.

Provide a way for administrators to pre-configure the server URL during deployment of the browser extension. Possible options could include browser policies, registry settings, configuration files, or other centralized management methods.
