Allow Device and User attribute based Context to be used for licensing

We would like to use a context that is based on Entra user group and a AW context based on platform to be used for licensing Application workspace. Today you can create a user based conext and a device based context, but unless you assign an access policy to both (device and user based context) you cannot use this context for efficient licensing purposes.

Use case: License only users that use Windows exclusively
User context - All users (Entra group)

Device context: Platform is Windows
