Stop and restart application deployment

When there is a problem with the connection to the database during application deployment, the deployment process is stuck in "Running" status and it's not possible to stop it, or re-import the application. The only way to fix this is to delete the deployment process and then import it anew.

It would be great to add option to "force-reimport" in case this is stuck, so the admins don't have to go through the "delete & create" process again.
