Check the system for any install running or user logged on before initiating the auto restart action

Before just randomly initiating a reboot if pending restart action, I would like to be able to check the machine to see if there is an install running (.exe, .msi, etc), and wait for the install to complete before initiating a reboot. Additionally, check to see if someone is logged into the machine and cancel the pending restart action, or wait until they are no longer logged on.

    RCT Reboot option will allow you to Skip a reboot if a user is logon or even prompt them.
