More depth in Access Policy Privilges Merged

We are a organisatie with 1st and 2nd line employees, the knowledge and capabilities of the employees are different. I would like have more options in the priviliges i can give to a Access Policy.

For Example: a 1st line employee has to be able to change the entitlement of a package but nog further access to other options of a package.
And a 2nd line employee has the additional rights to change certain catalog information.

In the current situation a employee can only view or modify a package.
With only view they cannot change anything, but with modify they can change everything.

In a large MSP organization with multiple levels of service engineers this is not desired and often not in accordance with certifcation like ISO or others
