Add a deadline for installation

We need to install application at boot as there are multiple applications that need to be closed to run the installer correctly. However if the user closes the lid the machine in never rebooted. If we can set a deadline for installation we can force a reboot with a message that for an application install the machine needs to be rebooted if the user has not already rebooted the machine
