We are a global organization with multiple languages. When we rolled out InTune policies, we broke our non-English computers because the built-in Administrators group is not named the same in other languages. We over wrote their local language Administrators group with the English version and their computers didn't recognize it. We fear the same issues in Privelage manager. If the GUI is not using SIDs on the back end and is instead using actual English group names, this should be changed to use SIDs so this doesn't break global users.

Privilege Manager already uses the well-known SID for the local Administrator group and for local build-in Administrator account. You just need to make sure that you select the predefined Administrators group or Administrator user when creating PM rules.
