Context based on public IP address

In defining the Context it is possible to create Filters for client IP address ranges to determine the location(s). Sometimes it is easer to define this based on the outgoing public IP address. This can be build via a PowerShell based Filter script. However, by building it in the Liquit console as a Filter it is easier to read and change the configuration.
