Add support in ShellAPI to bring launcher to foreground

Add function in shellapi.exe that will bring the userhost.exe window to the front in the user's session. Use case: User selects an App to be assigned to them via an in-house app store, then that app store sends a call to Shellapi.exe on that user's device to refresh and bring to front the Liquit Agent console (userhost.exe).
