Detect running MSI installation in the bootstrapper

We are use the Liquit Bootstrapper to start deployments with Intune. But in some cases the bootstrapper will fail because there is running another proces that use MSI. And you will get a error code 1618. We create a dependence to check of there a MSI installation are running. But it have to be in the bootstapper.
