Limit distribution to machines with no user session

When planning to install a package on a large scale, the distribute action needs to be non-impactful to devices with a user session. Distributing a package needs to have an entitlement option to distribute if no user is logged in but system is running so that the distribute action is not impacting any user session on a device.
