Import Context Identities when promoting package to another zone

Connectors do not have the ability to import Context Identities (CIs). When promoting a package from one zone to another, if that package delivery is dependent on a CI, then the package will not work in the destination and the CI has to be manually created. This manual process that has high risk of causing outages. Please add functionality for the Connectors to import CIs with the package.
