Remove the requirement for agent.json file in bootstrapper

Bootstrap installation requires an agent.json file to be present in order to install. If the file doesn't exist, the program errors and ends. Can the bootstrapper be updated to create an agent.json file (using default settings) if one does not exist in the installation folder or destination folder?
