Configure settings on resources

Powershell cmdlet Import-LiquitPackage has no way to customize packages before importing them. The Liquit Setup Store does have this feature in the GUI.

For example: Google Chrome for for Business has a Homepage Preference setting in the GUI, but the Powershell cmdlet does not have a -Settings or -Customize option. Adding this feature would greatly help us automate Liquit Setup Store packaging for new Liquit environments in the future., and is limiting our automation possibilities at the moment.
