Support scale sets for Liquit Workspace Servers

We want to be able to scale out extra Azure VM's when the CPU load of a Liquit Workspace server is too high. We have for instance two Liquit Workspace virtual machines in Microsoft Azure behind a load balancer. In the ideal situation we add one server and e-mail our service desk of this operation. Also, when the environment is in rest statue between 23.00 and 04.00 we want to automatically scale down to one server. Maybe with techniques as VM Scale Sets or Containers, but I leave the technique to you guy's.
