Create power state filter for packages/condition sets

Provide a native filter to only run actions based on power status to avoid running long installs when using laptops on battery only. Mainly affecting mobile users, this feature would allow us to preserve battery power when AC is not available. We can do the check via powershell but a native filter would reduce complexity
