Recycle Bin for local users

Similar to the Recycle Bin for packages, a feature to fetch deleted local users would be great.

Managing a user collection it's quite easy to make the mistake to delete the user itself instead of remove it the user collection.

Probably doing the same for Devices is a nice one too.
