AVD, disable Distribute and Install Action Sets

On Azure Virtual Desktop (AVD), but also RDS, Citrix and VDI solutions, we would like to disable the Distribution and Installation of packages by users. This will create problems with inconsistent Cloud machines where on AVD machine 1 say AutoCAD is installed, but when the same user connects to AVD machine 2, AutoCAD is again being installed.

This can now be solved by using Filters on Install Action Sets, but Distribution cannot be Filtered and for Setup Store Packages the Filters cannot be changed.

As this is Machine dependant, an entry in Agent.json (like the one to disable triggers) would be preferred. This would eliminate large caches, as packages are Distributed as they are entitled, and the need to change all Packages.
