Managed Identity authentication to Azure SQL database

The choices to configure Recast Workspace Application Servers to the database are limited to username and password, which are confgured in secure string in the server.json.

The use of managed identity would elimited the management of changing the SQL password on the servers. The managed identity is also an improvement to security.
