Allow deployment of Windows Installer update package (MSP)

I want to be able to deploy only Windows Installer update (MSP) to my devices without the need of having the base installer included. Also I want the ability to manually select which base installer language I want to use if greenfield installation needs to be supported. This will allow me to keep deployment content small and independent of the base installer language.
