Support timestamping the signature of RCT Patching Software Update for ConfigMgr updates

I would like to have option to use time stamps when signing updates going to ConfigMgr Software Update service. This is needed to prevent deployment failures when signing certificate is expired but update still actively pushed to endpoints.
