Setup Store Connector - Allow latest versions of dependencies to count as valid dependency

The setup store connector will shows if an application has been superseded by a newer version. It will allow me to create a package of the new version. It will not automatically link the newest dependency package, therefor the package will not install correctly. I have to manually add and monitor if the setupstore will manage the new superseded version of the application.

If Recast is aware of the superseded version, it should accept the newer version as dependency and link it.
